Dr. Rania Al-Mashat, Egypt’s Minister of Planning, Economic Development, and International Cooperation, participated in a panel discussion titled “Leadership Dialogue: Advancing Women’s Economic Empowerment in the Middle East and North Africa,” held during the MENA Women’s Economic Empowerment Forum organized by the Organisation for Economic Co-operation and Development (OECD) in Jordan. Delivering her remarks virtually, Al-Mashat highlighted Egypt’s active role in co-chairing the forum and its leadership in promoting regional cooperation on women’s financial inclusion and entrepreneurship. She recalled that Cairo hosted the previous year’s event, which served as a valuable platform for deepening policy dialogue, exchanging expertise, and strengthening partnerships.
She reaffirmed Egypt’s commitment to advancing women’s economic participation in alignment with Egypt Vision 2030, the National Strategy for the Empowerment of Egyptian Women 2030, and the country’s broader economic development narrative. Gender integration, she noted, is a priority within the national socio-economic development plan.
For the first time, the Ministry of Planning and International Cooperation applied a methodology to measure public spending on women and children within the 2024/2025 fiscal year plan, in line with UNICEF’s framework. This revealed that approximately 10% of government investments are allocated to initiatives aimed at advancing the rights of women and children through targeted, inclusive development programs.
The ministry has also prioritized women-focused projects in international partnerships, securing around $200 million in concessional development financing for nearly 90 projects across various sectors to promote gender equality and women’s empowerment.
Al-Mashat emphasized Egypt’s collaboration with the OECD to advance gender parity, noting the partnership’s critical role in advancing shared priorities. Key areas include the OECD’s Country Programme for Egypt and the EU-OECD project on women’s economic empowerment in Southern Mediterranean countries. Gender equality is a cross-cutting priority across all five pillars of the program, with two dedicated initiatives specifically targeting women’s empowerment.
The “Women’s Economic Empowerment in Egypt” project provides actionable recommendations to boost female labor force participation and align national efforts with OECD standards. Concurrently, the OECD is developing a practical toolkit to integrate gender perspectives into public policies, particularly within Egypt’s green and digital transitions, supported by peer learning workshops and capacity-building sessions.
She also referenced the “Women’s Economic Empowerment in the Southern Mediterranean” project, co-led by the EU and OECD, which Egypt had the honor of launching officially during the 2024 forum, bringing together policymakers, financial institutions, and civil society representatives from eight Southern Mediterranean economies.
In Egypt, the initiative unites national institutions including the National Council for Women, the Ministry of Social Solidarity, the Central Bank of Egypt, and private-sector women entrepreneurs’ networks and civil society actors. Through this collective effort, a project action plan has been developed focusing on improving women entrepreneurs’ access to finance, supported by national champions across institutions. The plan emphasizes key priorities such as enhancing policies and initiatives to expand financing access for women-led SMEs, and strengthening research and analysis on women’s financial inclusion to inform evidence-based policymaking.
Regarding Egypt’s co-chairmanship of the MENA Governance and Competitiveness for Development Initiative 2026–2030 with the OECD, Al-Mashat explained that this builds on the longstanding partnership between Egypt and the organization and complements Egypt’s role as co-chair of the Women’s Economic Empowerment Forum.
