UAE Implements a Visionary Economic Model Focused on Partnership and Flexibility in the Labor Market

Dr. Abdul Rahman Al-Awar, Minister of Human Resources and Emiratisation and Acting Minister of Higher Education and Research, revealed that the UAE has adopted a pioneering model of economic diversification. Non-oil sectors now contribute 74% to the country’s GDP, with expectations of over 4% GDP growth this year, according to the World Bank. This aligns with a comprehensive vision emphasizing partnership, flexibility, innovation, and investment in human capital. Speaking at the 113th International Labour Conference in Geneva, Al-Awar highlighted the UAE’s achievements in human development, ranking 15th globally in the 2025 UNDP Human Development Index. The UAE also ranked third globally for net talent inflows in AI-related fields on LinkedIn in 2023. Al-Awar emphasized the UAE’s commitment to creating a balanced labor market through progressive legislation, including systems for wage protection, unemployment insurance, and health coverage. These efforts have resulted in a 17% increase in new private sector companies, a 12% rise in employment, and a 13% increase in skilled labor recruitment by the end of 2024.
