The Democratic Republic of the Congo and Rwanda have finalized a new economic framework during talks in Washington, under U.S.-led initiatives to bolster peace and sustainable development in the African Great Lakes region.
According to a joint statement, the agreement, known as the Regional Economic Integration Framework (REIF), is designed to deepen economic collaboration and support joint development projects that contribute to regional stability and prosperity. The U.S. Department of State confirmed that the deal was reached during the latest session of the Joint Oversight Committee tasked with monitoring the implementation of the Washington Peace Agreement.
The framework outlines key areas for economic cooperation and sustainable growth, including trade, infrastructure, and investment. The presidents of both nations are expected to formally sign the agreement at the White House during a forthcoming visit, although the exact timing has not been announced.
U.S. officials emphasized that economic integration is contingent upon fulfilling prior security commitments, such as the withdrawal of Rwandan forces from eastern DRC and the completion of military operations against the Democratic Forces for the Liberation of Rwanda (FDLR), an armed group operating within Congolese territory.
This development follows a previous delay in signing the agreement last month, which was seen as a setback for the Trump administration’s broader strategy to stabilize the region and attract multi-billion-dollar Western investments into an area abundant in strategic minerals like tantalum, gold, cobalt, copper, and lithium.
The Joint Oversight Committee acknowledged delays in implementing aspects of the Washington Peace Agreement and reaffirmed the parties’ commitment to accelerating practical steps, including urgent measures to improve the security situation in eastern DRC.
