The European Union and Japan have solidified a wide-ranging economic and strategic alliance aimed at addressing global challenges and enhancing bilateral coordination. This initiative comes amid increasing international pressures, including supply chain disruptions and geopolitical tensions spanning from Ukraine to the Indo-Pacific region.
During a joint press conference involving European Council President António Costa and Japanese Prime Minister Shigeru Ishiba, European Commission President Ursula von der Leyen expressed appreciation for Japan’s recent success in negotiations with the United States to reduce tariffs. She emphasized the growing importance of EU-Japan collaboration in the current global climate.
According to an official statement published on the European Commission’s website, the new partnership is built on three core pillars. The first focuses on boosting trade and investment through the full implementation of the Economic Partnership Agreement and streamlining procedures to support businesses.
The second pillar centers on strengthening economic security by cooperating on securing raw material and battery supply chains, safeguarding critical infrastructure, and addressing unfair trade practices.
The third pillar emphasizes innovation, environmental sustainability, and digital transformation. This includes Japan’s anticipated participation in the Horizon Europe research program, expanding cooperation in circular economy initiatives, advancing clean technology development, and enhancing the security of undersea cable networks.
Von der Leyen highlighted that the scope of this collaboration extends beyond enhancing competitiveness for both the EU and Japan. It also aims to modernize the World Trade Organization and promote a fair and open global trading system.

وأكدت أن التعاون مع طوكيو أصبح أكثر ضرورة في ظل الضغوط المتزايدة على المستوى الدولي، بما في ذلك اضطرابات سلاسل الإمداد والتوترات المرتبطة بقضايا تمتد من أوكرانيا وصولًا إلى منطقتي المحيطين الهندي والهادئ.

أما الاتجاه الثاني فيتعلق بتعزيز الجوانب المرتبطة بالأمن الاقتصادي، وذلك عبر التعاون لتأمين مصادر المواد الخام والبطاريات، وحماية المنشآت الحيوية، والتعامل مع الأساليب التجارية غير المنصفة.
ويتمثل الاتجاه الثالث في الدفع نحو الابتكار، والتحول البيئي والرقمي، ويشمل ذلك مشاركة اليابان المتوقعة في برنامج “هورايزون أوروبا” المخصص للأبحاث، بالإضافة إلى توسيع مجالات التعاون في الاقتصاد الدائري، وتطوير التكنولوجيا النظيفة، وتعزيز أمن شبكات الكابلات البحرية.
وأكدت فون دير لاين خلال المؤتمر أن الغرض من هذا التعاون يتجاوز مجرد رفع مستوى القدرة التنافسية بين الاتحاد الأوروبي واليابان، إذ يشمل أيضًا العمل المشترك من أجل تحديث منظمة التجارة العالمية، والدفاع عن نظام عالمي تجاري يتسم بالعدالة والانفتاح.
