Dr. Mohamed Mait, Executive Director and Arab representative at the International Monetary Fund, emphasized that state intervention in economic activity is not entirely unacceptable. Rather, it should be calculated and well-planned, particularly in strategic sectors. He pointed out that the private sector remains the more effective party in management and achieving positive outcomes, provided it operates within fair and competitive legal frameworks.
During his appearance on the program Studio Extra with journalist Shady Shash, Mait explained that there are various perspectives regarding the legitimacy of state involvement in the economy. He stated that he supports state intervention, but only in a selective and thoughtful manner. The state, he argued, should focus only on sectors with strategic importance and leave the rest to the private sector.
Mait added, “Certain sectors may be a current priority, but that may not remain the case in the future. Therefore, the state must continuously reassess its strategy based on economic, political, and social changes.”
Dr. Mait stressed that the private sector demonstrates greater flexibility and better execution efficiency. He emphasized that for the private sector to succeed, it requires a sound legal environment that ensures fair competition and protects consumer rights.
He further explained, “Clear and effective regulatory laws are essential, whether to protect consumers or ensure fair market competition. These laws must be rigorously enforced in practice so that citizens feel the private sector serves them without causing harm.”
Mait also discussed the importance of preventing monopolistic practices in all forms, noting that the damage caused by market monopolies affects not only consumers but also tarnishes the reputation of the private sector as a whole.
He continued, “The majority of business leaders are honorable and patriotic, contributing positively to the national economy. However, a small minority may harm this sector, which is why those manipulating prices or attempting to dominate markets through illegitimate means must be held accountable.”
In conclusion, Dr. Mait reiterated that achieving fair pricing is one of the most important requirements for economic reform. He emphasized that the private sector has a social responsibility to offer fair pricing and high-quality services.
He concluded, “Investors must understand that true profit does not come from monopolistic practices, but from offering quality products at fair prices in a free and regulated market governed by law and fair competition.”

أكد الدكتور محمد معيط، المدير التنفيذي وممثل المجموعة العربية بصندوق النقد الدولي، أن تدخل الدولة في النشاط الاقتصادي ليس مرفوضًا بشكل قاطع، بل من الضروري أن يكون تدخلًا محسوبًا ومدروسًا، خاصة في القطاعات الاستراتيجية، مشيرًا إلى أن القطاع الخاص يبقى الطرف الأكثر فاعلية في الإدارة وتحقيق النتائج الإيجابية، بشرط أن يتم ذلك في إطار تشريعات تنافسية عادلة.
دور الدولة في الاقتصاد
أوضح محمد معيط، وخلال لقائه في برنامج ستوديو إكسترا مع الإعلامي شادي شاش، أن هناك وجهات نظر متعددة حول مدى أحقية الدولة في التدخل الاقتصادي، لافتًا إلى أنه من أنصار تدخل الدولة، ولكن بشكل انتقائي ومدروس، حيث يجب عليها أن تختار القطاعات ذات الطبيعة الاستراتيجية فقط، وتترك باقي القطاعات للقطاع الخاص.
وأضاف محمد معيط: “هناك قطاعات تمثل أولوية حالية، لكنها قد لا تظل كذلك مستقبلاً، لذا فإن الدولة مطالبة بإعادة تقييم استراتيجيتها بشكل مستمر بناءً على المتغيرات الاقتصادية والسياسية والاجتماعية”.
القطاع الخاص الأكثر كفاءة
شدد الدكتور محمد معيط على أن القطاع الخاص يتمتع بمرونة أعلى وكفاءة تنفيذية أفضل، مؤكدًا أن نجاح القطاع الخاص يتطلب بيئة تشريعية سليمة، توفر منافسة عادلة وتحمي المستهلك.
وأوضح محمد معيط قائلًا: “لا بد من وجود قوانين منظمة واضحة وفعالة، سواء لحماية المستهلك أو لضمان التنافسية، مع التطبيق الجاد على أرض الواقع، حتى يشعر المواطن أن القطاع الخاص يخدمه دون أن يؤثر عليه سلبًا”.
مكافحة الاحتكار مسؤولية
وتحدث محمد معيط عن ضرورة منع الاحتكار بكافة أشكاله، مؤكدًا أن الأضرار الناتجة عن احتكار السوق لا تؤثر فقط على المواطن، بل تسيء إلى صورة القطاع الخاص بأكمله.
وأردف محمد معيط: “الغالبية العظمى من رجال الأعمال شرفاء ووطنيون، ويعملون لصالح الاقتصاد القومي، لكن هناك قلة قليلة قد تسيء لهذا القطاع، ولذلك لا بد من محاسبة من يتلاعبون بالأسعار أو يسعون للسيطرة على الأسواق بطرق غير مشروعة”.
العدالة السعرية وتوازن السوق
اختتم الدكتور محمد معيط تصريحاته بالتأكيد على أن تحقيق العدالة السعرية هو أحد أهم متطلبات الإصلاح الاقتصادي، موضحًا أن القطاع الخاص عليه مسؤولية مجتمعية بأن يلتزم بتقديم أسعار عادلة وخدمات عالية الجودة.
وقال محمد معيط: “من الضروري أن يدرك المستثمر أن الربح الحقيقي لا يتحقق من الاحتكار، بل من تقديم منتج جيد بسعر عادل في سوق حر ومنظم، يحكمه القانون والمنافسة الشريفة”.
