Amid growing challenges in public procurement governance in Lebanon, a specialized study titled “Using Beneficial Ownership Information in Public Procurement – A Comprehensive Legal Review of Lebanon’s Legal Framework” was launched at a conference supported by the German Federal Ministry for Economic Cooperation and Development (BMZ), in collaboration with the German Society for International Cooperation (GIZ), GiTEC Consulting Group, and the SKI for Research & Consulting coalition, under the patronage of the Public Procurement Authority.
The event was attended by Dr. Jean Alayli, Chairman of the Public Procurement Authority, Matthias Wagner, Head of the GIZ Office in Lebanon, and representatives from public institutions, the Ministry of Finance, the Ministry of Justice, the private sector, and civil society. Discussions focused on the role of beneficial ownership data in identifying the real owners of companies contracting with the government, recognized internationally as a tool to enhance transparency and reduce conflicts of interest in public spending.
Participants examined Lebanon’s existing legal framework related to this data, challenges concerning data availability and verification, and opportunities to develop digital tools and information-sharing mechanisms among relevant institutions. Speakers emphasized the need for a coordinated approach involving the Public Procurement Authority, the Ministries of Finance and Justice, the private sector, and civil society to improve integrity, ensure fair competition, and rebuild public trust in procurement processes.
This study marks an initial step toward establishing a more accountable public procurement system in Lebanon, supporting broader reform and good governance efforts amid current economic and institutional conditions.

دراسة جديدة لتعزيز الشفافية في الشراء العام عبر معلومات “صاحب الحق الاقتصادي”
في ظل التحديات المتزايدة التي تواجه حوكمة الشراء العام في لبنان، أُطلقت دراسة متخصصة بعنوان “استخدام معلومات صاحب الحق الاقتصادي في الشراء العام – دراسة قانونية شاملة للإطار القانوني اللبناني”، خلال مؤتمر نُظّم بدعم من الوزارة الاتحادية الألمانية للتعاون الاقتصادي والتنمية (BMZ)، وبمشاركة المؤسسة الألمانية للتعاون الدولي (GIZ) ومجموعة GiTEC Consulting Group وائتلاف SKI for Research & Consulting، وبرعاية هيئة الشراء العام. n nوحضر المؤتمر رئيس هيئة الشراء العام الدكتور جان العليّة، ومدير مكتب الوكالة الألمانية للتعاون الدولي في لبنان ماتياس فاغنر، إلى جانب ممثلين عن مؤسسات عامة ووزارة المالية ووزارة العدل والقطاع الخاص والمجتمع المدني. وتركّزت النقاشات على دور معلومات «صاحب الحق الاقتصادي» في تحديد المالكين الفعليين للشركات المتعاقدة مع الدولة، باعتبارها أداة معتمدة دولياً لتعزيز الشفافية والحد من تضارب المصالح في استخدام المال العام. n nوتناول المشاركون الإطار القانوني اللبناني المتصل بهذه المعلومات، والتحديات المرتبطة بتوافر البيانات والتحقق منها، إضافة إلى فرص تطوير أدوات رقمية وآليات تبادل معلومات بين الجهات المعنية. كما شدّد المتحدثون على أهمية اعتماد مقاربة منسّقة بين هيئة الشراء العام ووزارتي المالية والعدل والقطاع الخاص والمجتمع المدني، بما يسهم في تعزيز النزاهة والمنافسة العادلة واستعادة الثقة بعمليات الشراء العام. n nوتُعدّ هذه الدراسة خطوة أولى على طريق تطوير منظومة شراء عام أكثر مساءلة في لبنان، ودعماً لمسار الإصلاح والحوكمة الرشيدة في ظل الظروف الاقتصادية والمؤسساتية الراهنة.
