Pennsylvania Among 16 States with Expanding Economies, Only One in Northeast

According to a recent analysis by Moody’s Analytics, Pennsylvania stands as the only state in the Northeast experiencing economic expansion. The assessment, led by Moody’s Chief Economist Mark Zandi, identifies Pennsylvania among just 16 states nationwide where economic activity is growing, based on metrics including employment, industrial output, personal income, and housing starts.

Under Governor Josh Shapiro’s administration, Pennsylvania has implemented reforms aimed at improving competitiveness. These include reducing bureaucratic delays in permitting and licensing, streamlining approval processes, and launching the state’s first comprehensive economic development strategy in nearly 20 years. These efforts have contributed to attracting nearly $26 billion in private investment and generating over 13,200 well-paying jobs across the state.

In October 2025 alone, several major investments were announced:

Eos Energy Enterprises plans to relocate its headquarters from New Jersey to Pittsburgh with a $352.9 million investment, creating and preserving 1,000 jobs.

Mint-X will shift its manufacturing operations from New York to Luzerne County, investing $10.5 million and generating over 100 new positions.

Imperial Systems, Inc. is expanding its air filtration equipment production in Mercer County with an $8 million commitment, adding 47 full-time roles while maintaining 145 existing ones.

Nichols Portland, Inc. is investing $4.7 million to grow its metal forming operations in Elk County, creating 42 jobs and retaining 285 current employees.

Additionally, the state is allocating $9.5 million through the Redevelopment Assistance Capital Program (RACP) to develop the Market House in Erie—a 27,000-square-foot hub for local entrepreneurs and artisans.

The Shapiro Administration has also committed $113.6 million through the PA SITES program this year to prepare 29 ready-to-develop industrial sites across Pennsylvania. These initiatives have earned national recognition, with Area Development ranking the state among the Top 20 Best States for Business and Site Selection Magazine naming it the top performer in Regional Economic Competitiveness.

The administration’s focus on regulatory efficiency and strategic investment has helped position Pennsylvania as a destination for innovation and business growth, including securing Amazon’s $20 billion investment in AI and cloud computing infrastructure.
