Egypt’s medium-term development strategy (2025/2026–2028/2029), presented by Planning Minister Hania El-Said to both parliamentary chambers, aims to accelerate economic growth through substantial overall investments. These funds are directed toward building factories, roads, power systems, social and service projects, and expanding commodity and non-commodity reserves. Total investments are projected at 3.48 trillion Egyptian pounds in 2025/2026, a 33.8% increase from the previous year’s 2.6 trillion. This upward trend is expected to continue, reaching approximately 6.31 trillion pounds by the end of the plan in 2028/2029, reflecting an expansionary approach to economic stimulation.
Sectoral distribution shows productive service sectors capturing the largest share at 42%, driven by national projects and infrastructure development. Commodity-producing sectors—including agriculture, manufacturing, energy, and construction—account for 34.4%, highlighting government support for value-added industries. Social services and human development, including health, education, scientific research, and culture, receive 22.6% of total investments in 2025/2026, aligning with constitutional obligations and the national goal of building human capital.
Transport and storage rank second in investment allocation, targeted at 18.1% of total spending, while manufacturing secures third place among sectoral priorities.
In terms of implementation, the investment structure reflects a balanced yet private-sector-led approach. The private sector is expected to contribute 62.7% of total investments in 2025/2026, affirming its central role in driving growth. The public sector will account for 37.3%, distributed among public economic agencies (16.1%), government bodies (14%), and public business enterprises (7.2%), demonstrating the state’s continued involvement in strategic areas and essential services.
