Bernstein Shur has announced the appointment of Taylor Caswell as Managing Director of its newly launched Strategic Economic Solutions division, based in Manchester, New Hampshire. This initiative expands the firm’s advisory services in economic development, strategic advocacy, and public funding navigation. Caswell will guide clients across New England and nationally in designing and executing complex growth strategies and development projects.
The practice focuses on three core areas: strategic consulting for market entry and regulatory navigation; business and regional development planning; and assistance securing public and private funding, including federal earmarks.
Jim Merrill, Managing Shareholder of Bernstein Shur’s Manchester office, highlighted Caswell’s unique background at the nexus of policy and economic advancement, stating the new platform offers integrated access to expertise, networks, and resources crucial for organizational growth.
Caswell previously led the New Hampshire Department of Business and Economic Affairs, overseeing more than $300 million in state and federal funds for business expansion, workforce training, broadband deployment, and affordable housing. During the pandemic, he managed over $3.6 billion in federal relief as Executive Director of the Governor’s Office for Emergency Relief and Recovery.
His earlier roles include leadership positions in renewable energy, finance, housing, and service as New England Regional Administrator for the U.S. Department of Housing and Urban Development under the Bush administration. At Bernstein Shur, he will integrate legal, communications, and policy services to support transformative regional initiatives.
