Economist Warns Old Rent Law May Leave Thousands in Uncertainty

A report by Samar Abu El Dhab highlights the ongoing debate in Egyptian society regarding the old rental law. With the recent approval of a new regulation, discussions have reignited, revealing a clear divide between supporters and opponents. While some view the new law as a necessary step to address property owners’ rights and restore balance to the real estate market after a long wait, others fear it poses a direct threat to the stability of thousands of tenants who may face an uncertain future.

This division extends beyond legal opinions, encompassing intertwined social, economic, and human dimensions. Each side has legitimate concerns and arguments, making this legislation not just a legal matter but an issue that touches the core of life for large segments of society.

In the midst of this heated debate, there is an urgent need for a deeper understanding of conflicting viewpoints and a search for ways to ensure justice for both parties. Economist Hany Abu El Foutouh expressed concern over the reactions from families—both landlords and tenants—to the news of parliament’s approval of the old rent law. While some see this change as necessary, real concerns remain about how the law will be implemented in practice.

Concerns About Lack of Clear Vision

Abu El Foutouh added, in an exclusive statement to Al Hurra, that what raises the greatest concern is how these decisions—set to directly impact thousands of lives in the coming years—appear to have been made without clear data or a defined action plan to protect those who may be negatively affected. He emphasized that change itself is not the problem, but rather the lack of a clear vision and preventive measures that could ease the burden of sudden transitions on people’s lives.

The economist pointed out that “if this law is not implemented based on principles of social justice and human empathy, we may face consequences even more severe than the situation we are trying to fix. This is not just about legal clauses—it concerns families and the future of thousands of individuals who deserve to be treated with transparency and planning that safeguards their human rights.”
