Engineer Ashraf Al-Sikri, head of the Association of Victims of the Old Rent Law, described the transitional period of seven years stipulated in the old rent law as “too long.” He added that the law will be abolished within a maximum of three years. He called for limiting the termination of old rental contracts to a period of three years, emphasizing that this is in the public interest rather than benefiting only property owners.
He stated that the crisis can no longer be tolerated, citing the daily collapse of buildings that endanger lives and property. He revealed that official statistics indicate the existence of at least “30,000 dilapidated buildings.” He urged immediate and decisive action regarding these properties, calling for the termination of their rental contracts within a period not exceeding six months, with the owner being obligated to demolish them immediately.
He explained that tenants did not benefit from the low rent, as some paid with their lives due to collapsing buildings, while others bore social costs and had to endure long commutes to work due to housing constraints.
He described the practice of “paying for eviction” as a crime, questioning whether a crime can produce a right. He asked whether those who followed the law should be punished for the sake of those who participated in such crimes. He noted that the practice was once a punishable offense under the law, with some individuals being imprisoned and others forced to return money, calling it an unworthy argument.
He concluded by stating that the abolition of this law would significantly contribute to economic improvement, while maintaining it remains one of the main factors behind Egypt’s economic challenges.

اعتبر المهندس أشرف السكري، رئيس جمعية المضارين من قانون الإيجار القديم، أن الفترة الانتقالية المقررة بسبع سنوات في قانون الإيجار القديم «طويلة جدًا»، مضيفا: «لن نصل إليه وسينتهي بإذن الله سينهي هذا القانون برمته خلال 3 سنوات على الأكثر». n nوطالب خلال تصريحات تلفزيونية لبرنامج «كلام الناس» المذاع عبر شاشة «MBC مصر» بتحديد 3 سنوات لإنهاء العقود، معتبرا أن ذلك للمصلحة العامة وليس لمصلحة الملاك. n nوأضاف أن الأزمة لم تعد تحتمل «مسلسل انهيار العقارات اليومي»، الذي يهدر الأرواح والممتلكات، كاشفا عن وجود ما لا يقل عن «30 ألف عقار آيل للسقوط»، وفقا للإحصائيات الرسمية. n nوطالب بضرورة اتخاذ إجراءات عاجلة وحاسمة تجاه هذه العقارات، مناشدًا «فسخ عقود الإيجار الخاصة بها خلال مدة لا تتجاوز ستة أشهر، مع إلزام المالك بهدمها فورًا». n nوأوضح أن المستأجرين لم يستفيدوا من ضآلة الأجرة، بعدما دفع بعضهم «حياتهم ثمنا» بسبب العقارات المنهارة، في المقابل يدفع آخرون ثمنا اجتماعيا ويضطرون لتحمل مشقة الانتقال لمسافات طويلة إلى أعمالهم بسبب ارتباطهم بالمسكن. n nووصف مسألة «دفع الخلو» بأنها جريمة، متسائلا: «هل الجريمة تنتج حقا، مستأجر شارك في جريمة هل تنتج له حقا؟ هل نظلم من التزم بالقانون ولم يأخذ خلوا من أجل من شارك في هذه الجريمة!». n nوأوضح أن ظاهرة الخلو كانت جريمة يعاقب عليها القانون في فترة معينة، لافتا إلى تجريمها وحبس البعض وأُجبر آخرون على رد الأموال، معتبرا أنها «حجة غير جديرة بالنظر إليها». n nواختتم قائلا: «إلغاء هذا القانون سيساهم بشكل كبير جدًا في التحسن الاقتصادي، والإبقاء عليه أحد العوامل الرئيسية في المشكلة الاقتصادية التي تمر بها بلدنا».
