Germany Criticizes China’s Restrictions on Rare Earth Exports

German Foreign Minister Joachim Jaeger criticized China’s restrictions on exporting rare earth metals, describing them as “unilateral and often non-transparent,” warning that these restrictions harm trade relations between the world’s third and second largest economies.

Since April, China has required export licenses for strategic metals used in various products such as electric vehicle batteries and hard drives.

China’s Response

Chinese Foreign Minister Wang Yi emphasized during a press conference in Berlin that rare earth metals are “dual-use goods” with both civilian and military applications, making export control a sovereign necessity for China. He noted that China seeks to improve relations with the European Union and has proposed establishing a “green channel” to facilitate the export of rare earth metals.

China maintains a neutral stance in the Russia-Ukraine conflict, though Western governments accuse it of economically and diplomatically supporting Moscow.

The German market remains a crucial destination for Chinese exports, particularly in the automotive and machinery sectors. However, growing concerns about China’s trade practices and its close ties with Russia have led to increased scrutiny from European regulators.

The European Commission has launched investigations into potential unfair trade practices by China in the electric vehicle sector, which could lead to new tariffs or trade restrictions. These developments come at a time when Europe is seeking to reduce its dependency on Chinese supply chains, particularly for critical technologies and materials.

Germany, as Europe’s largest economy, plays a central role in shaping the EU’s approach to China. While some German industries advocate for maintaining strong economic ties with China, others warn about the risks of overreliance on Chinese imports, particularly in strategically important sectors.

The German government has called for a balanced approach that protects national interests while maintaining open trade relations. This includes diversifying supply chains, strengthening domestic production capabilities, and enhancing cooperation with other democratic economies in the Indo-Pacific region.
