During an unannounced inspection tour of rice straw collection sites in Dakahlia and Qalyubia governorates, Egypt’s environment minister reaffirmed the dual economic and environmental advantages of properly utilizing agricultural waste. The initiative forms part of a broader strategy to combat acute air pollution episodes, commonly known as the ‘black cloud’ phenomenon, carried out in coordination with several ministries and relevant agencies.
The minister directed immediate coordination with agricultural mechanization units under the Ministry of Agriculture to ensure continuous operation and maintenance of equipment used for collecting and baling rice straw. To date, 111 out of 166 submitted rental requests for machinery have been fulfilled. In Dakahlia alone, 40 out of 60 submitted applications have been processed, and 220 collection sites have been activated across the country—out of a total of 411 designated locations. Approximately 77,000 tons of straw have already been collected in Dakahlia, with additional sites opening in Qalyubia.
While engaging with farmers and site contractors during her visit, the minister stressed the importance of swiftly gathering crop residues to free up farmland for subsequent planting cycles. She reiterated that rice straw should be viewed as a valuable ecological resource rather than waste, urging its productive reuse.

البيئة: الاستفادة من قش الأرز تعود بالنفع الاقتصادي والبيئي
جاء ذلك خلال جولة تفقدية مفاجئة قامت بها الوزيرة لمواقع تجميع قش الأرز بمحافظتي الدقهلية والقليوبية، في إطار متابعتها الحثيثة لتنفيذ منظومة مواجهة نوبات تلوث الهواء الحادة المعروفة بظاهرة السحابة السوداء، والتي يتم تنفيذها بالتعاون مع عدد من الوزارات والجهات المعنية.
ووجهت الوزيرة بسرعة التنسيق مع الميكنة الزراعية التابعة لمديريات الزراعة لضمان استدامة المعدات الخاصة بعمليات جمع وكبس قش الأرز، موضحة أن المنظومة تلقت 166 طلبًا لتأجير المعدات، تم تنفيذ 111 منها حتى الآن.
وأضافت أن محافظة الدقهلية تقدمت بـ60 طلبًا جرى تنفيذ 40 منها، كما شهدت فتح 220 موقعًا لتجميع القش من إجمالي 411 موقعًا تم تشغيلها بمختلف المحافظات، حيث بلغ حجم الجمع بالدقهلية وحدها 77 ألف طن، إلى جانب فتح مواقع جديدة في القليوبية.
وخلال جولتها، تحاورت الوزيرة مع المزارعين والمتعهدين بالمواقع، مشددة على أهمية الإسراع في جمع المخلفات الزراعية لإتاحة الفرصة لإخلاء الأراضي وتأهيلها لزراعة المحاصيل التالية، مؤكدة ضرورة الاستفادة من قش الأرز باعتباره موردًا بيئيًا مهمًا وعدم إهداره.
كما ناشدت الدكتورة منال عوض المواطنين سرعة الإبلاغ عن أي حالات حرق لقش الأرز عبر الخط الساخن لغرفة الأزمات والكوارث بوزارة البيئة (0220532503) أو من خلال رقم الواتس آب (01222693333)، لضمان التعامل الفوري مع هذه الحالات واتخاذ الإجراءات القانونية ضد المخالفين.
